CEO’s future in doubt because he required proper governance practices from his councillors

The City of South Perth is in conflict with their CEO because he sought application of proper governance principles by his Council, says local government’s peak professional body.

The move by a group of South Perth councillors against CEO Cliff Frewing because he was honest and wanted to ensure good governance should be condemned, said Mr Eric Lumsden, President of Local Government Managers Australia (LGMA) in Western Australia.

“The council is supposed to protect ratepayers from improper behaviour,” Mr Lumsden said. “Good governance practice by CEOs must be backed to the hilt.

“Haven’t they learned anything from the CCC hearings? Good governance and proper decision making processes are essential if electors and staff are to have confidence in their governments.

“The South Perth Council should be subject to further inquiry by the State Government for breaching governance principles. They have failed to understand the implications of the Local Government Act that clearly defines the roles of elected members and the CEO.

“The Association is aware that the Department of Local Government and Regional Development has been investigating issues at the City since last year and it is time action was taken on these inquiries.

“Mr Frewing, supported by legal advice, has introduced and strongly reinforced good governance principles at the City of South Perth, principles that are endorsed by the LGMA and enshrined in Western Australian State Government legislation.

“The LGMA is seriously concerned at the unfair and inappropriate treatment of Mr Frewing as CEO and its effect in attracting and retaining good staff at the City now and in the future.

“The LGMA advises its members and others associated with local government not to apply for the position of CEO at the City of South Perth if it is declared vacant, unless they are absolutely confident that the Council is prepared to make unbiased decisions and exercise appropriate governance practices, and ensures fair treatment of senior staff in the organisation.

“We recommend that the councillors urgently receive training in a range of management skills including negotiation and team work.”
